Does it really takes a year to get called for an apartment ?

ok i am 21 years old and i have a part time job at home depot. which i get paid 8.55 per hour and l am still living at home with my mother and two younger siblings. and soon i wanna start filling out applications for an apartment and my mother told me that these buildings called progressive management in new york city and these buildings are located . in brooklyn and harlem and the bronx. and my mother told me that these buildings would go by the low in come that i am making right now. and my mother told me that if i fill out a application for an apartment right now . that i would get called with in a year or two does it really takes that long to get called for an apartment or not. ?
