Why do inner city blacks say the police don't care when they refuse to help us catch criminals?

Seriously, for 11 years I am stuck in the harlem area, black child shot by stray bullets, everyone cries we do nothing. Then when I tell them what did you see, they see nothing. I finally slowed coded them all my last 2 years, if they didn't care, why should I.
